Call for
applications for AIDS programmes to be funded by the 6th round of
the GFATM
Following a call for a sixth round of proposals by the Global Fund
to fight AIDS, TB and Malaria, the 16th Plenary of China Country
Coordinating Mechanism of the Global Fund (CCM) requested the CCM
AIDS Working Group to solicit applications from across China and
develop a consolidated proposal for the review and approval of the
CCM. Applications submitted by different organizations will be combined
into one single proposal and submitted to the Global Fund. Organizations
are encouraged to work together on combined applications, in order
to improve coherence and simplify developing a consolidated proposal.
The specific requirements are as follows:
I. Eligibility
1. All non-government organizations and institutions working on
HIV/AIDS in China for at least a year are eligible to submit an
application
2. Registered or non registered NGOs and other entities are eligible
to submit individual or combined applications, which will be assessed
by a review team
Note: Organizations submitting an application cannot be members
of the review team.
II. Application criteria
1. Be in line with national AIDS strategies and priorities for 2006-2010
2. Be linked with other AIDS activities at the national, provincial
or lower levels
3. Be complementary or fill gaps in existing AIDS projects or programmes
4. Be aimed at scaling up existing AIDS activities by increasing
coverage, or by including additional services into already existing
interventions
5. Be necessary to improve the impact of already existing AIDS activities
6. Be focused on HIV prevention, treatment, care or support; research
programmes will not be considered
III. Focus of applications
1. Increasing access to HIV prevention, treatment, care and support
for people living with HIV or affected by AIDS, especially populations
not currently reached
2. Strengthening capacities of NGOs or local communities to reach
to vulnerable groups (MSM, IDU, sex workers and their clients, migrants,
ethnic minorities, women, youth and children)
3. No predetermined geographic focus exists, but geographic coverage
will be considered as part of developing a consolidated and convincing
proposal with some concentration of activities
IV. Guidelines for submitting applications
1. Applications can be submitted in Chinese or English and must
be received by 5:00 pm on 30 June.
2. Organizations are encouraged to work together and submit combined
applications
3. All applications will be assessed based on the focus and quality
of the proposals, but also the track record, project implementation
experience, financial management capacity and human resources (staff
or volunteers) of organizations who submit proposals
4. Applicants will receive an acknowledgement of receipt of their
submission and feedback once the application has been reviewed
V. Proposal development process
1. Three teams (a support team, review team and writing team) will
be established under the AIDS working group to facilitate the process
2. The support team will provide guidance to applicants on completing
the submission forms and on Global Fund related issues
3. The review team will assess submissions and make recommendations
for developing a consolidated proposal and may request organizations
to work together to develop their ideas further
4. The writing team will analyze the accepted submissions and incorporate
these into one proposal for review by the AIDS working group and
approval by the CCM
5. Acceptance of an application does not automatically entitle an
organization to a share of the budget if the consolidated proposal
is approved by the Global Fund, but positions an organization as
a possible implementing agency.
VI. Schedule for the proposal development process
June 16 – Announcement/call for applications
June 30 – Deadline for submission of applications
July 1 – Review of applications initiated
July 5 – AIDS working group considers recommendations of review
team (tbc)
July 5 – Writing process starts
July 10 – Rough outline based on submissions shared with working
group
July 14 – AIDS working group discusses outline and next steps (tbc)
July 21 – Draft proposal shared with AIDS working group for comments
July 25 – Draft proposal revised and submitted to CCM for final
approval
July 28 – CCM meets to approve AIDS, TB and Malaria proposals (tbc)
July 31 – All signatures on project proposal collected
Aug 3 – Deadline for receipt of applications in Geneva
