社会各界关心中国艾滋病防治工作的同仁、朋友们,
全球基金第五轮中国艾滋病项目已经获得全球基金理事会批准,拟于2006年7月1日正式
启动。项目的目标是通过以控制性传播为主的艾滋病综合干预措施,及促进非政府组织
的广泛参与,减少高危行为, 遏制艾滋病在中国新的流行。其覆盖范围包括黑龙江、
吉林、辽宁、内蒙、宁夏、甘肃和重庆的18个有潜在高艾滋病传播危险性的城市。主要
目标人群为暗娼、男男性接触者和流动人群。项目周期为五年,从全球基金申请的经费
为2890万美元,国家配套资金为1909万美元。
全球基金总部将于4月初对项目前两年工作计划进行评审、协商并签署协议。为准备评
审,我办组织项目省及相关领域专家草拟了项目两年工作计划。现广泛征求社会各界的
意见和建议。请您对本项目两年工作计划(草拟稿)提出修改建议,并于3月27日前反
馈至我办。感谢您对我们工作的支持!

Dear friends and colleagues who care about HIV/AIDS prevention
and treatment
work in China,
China’s Global Fund Round 5 AIDS application has been approved
by the
Global Fund board. It is planned to begin on July 1, 2006. The goal
of the
program is to promote the participation of non-government organizations,
reduce high-risk behavior, and prevent a new wave of the HIV epidemic
by
preventing transmission, in particular sexual transmission in 18
cities of 7
provinces (autonomous regions, municipalities) in China (Heilongjiang,
Jilin, Liaoning, Inner Mongolia, Ningxia, Gansu and Chongqing),
which have
high potential risk of HIV transmission. The main target groups
are sex
workers, MSM and migrants. The program period will be five years.
Funds
requested from the Global Fund are 28.9 million US dollars, and
the
counterpart financing from the Chinese government is 19.09 million
US
dollars.
In the beginning of April, The Global Fund headquarters will evaluate
the
first two year work plan, negotiate, and hopefully sign the grant
agreement.
In order to prepare for this evaluation, our national program office
has
organized the project provinces and professionals from related areas
to
compile a draft of the two year work plan. Now we are broadly soliciting
opinions and suggestions regarding this draft. We welcome comments
and
suggestions on the work plan from all interested parties. Due to
the limited
time, please send any comments before March 27. Thank you very much
