China Global Fund AIDS Program Round 5 NGO Advisory Group - Call for Members

China Global Fund AIDS Program Round 5 was approved by the Global Fund board in September 2005. The program period is five years, with a planned starting date of 1 July 2006. The program aims to reduce the spread of HIV through behavioral interventions targeting high-risk populations, promoting non-government organization (NGO) participation, reducing high risk behavior among target populations, and reducing social stigma against people living with HIV/AIDS (PLWHA). The program will work in 18 large and medium-sized cities in 7 provinces (autonomous regions/municipalities), including Heilongjiang, Jilin, Liaoning, Inner Mongolia, Ningxia, Gansu, and Chongqing. The program will target Sex Workers (SW), Men who have sex with Men (MSM), and migrant populations.
Promoting the broad social participation is one of the implementation principles of this program, especially promoting the participation of NGOs in HIV/AIDS control and prevention activities. This is an important strategy of this program and will ensure that this program’s targets are reached. In order to strengthen the participation of NGOs in program and provide technical support to program activities, and to improve the cooperation, coordination and understanding between government and NGOs, the China Global Fund AIDS Program Round 5 is forming a China Global Fund AIDS Program Round 5 NGO Advisory Group. The program will pay for all program-related travel and accommodation expenses, as well as consulting fee for members of the Advisory Group.

I. NGO Advisory Group Organizational Responsibilities and Composition
1) Work Responsibilities
a) Attend regular working meetings (one per 1-2 months) and other irregular meetings; Make suggestions, criticisms, and recommendations concerning the planning, implementation, and monitoring of program activities
b) Assist in coordinating between NGOs and government departments
2) Organizational Composition
a) Advisory group will consist of about 10 members
b) Minimum of half of the members will be from grass-roots NGOs
c) Minimum of 1 member will be PLWHA
d) Minimum of 1 member will be from MSM community
e) Minimum of 1 member will have HIV/AIDS prevention and control working experience with SW, MSM, and migrant communities respectively
f) Minimum of 1 member will have experience in NGO capacity building and training projects

II. Requirements for Participation in NGO Advisory Group
1) Professional Experience
a)Two or more years of NGO experience in HIV/AIDS prevention and control;
b)Familiar with HIV/AIDS epidemic in China, state of NGO development in China, and able to provide constructive recommendations and criticisms of program activities;
c)Able to successfully coordinate between government agencies and NGOs, preferably with working experience in this area;
d)Passionate about charitable work, committed to volunteer work and willing to make contributions to China’s fight against HIV/AIDS;
e)Able to attend regular Advisory Group activities (including meetings and internet/phone meetings);
f)Those with AIDS control and prevention project experience within SW/MSM/Migrant communities will be given preferential consideration;
g)Those with experience in NGO capacity building and/or training will be given preferential consideration;
h) Those with experience working in the target provinces will be given preferential consideration;
i)Full-time government employees may not be members;
j)Members of the China CCM may not be members.

2) Documents Required to Apply for Participation
a) Registration form (please see attachment);
b) A written statement of less than 1000 Chinese characters stating your thoughts and suggestions regarding NGO participation in China Global Fund AIDS Program Round 5.
c) One or two letters of recommendation from co-worker, boss, and/or government counterparts
