GFATM Round 5 Application - NGO involvement

The participation of people living with HIV/AIDS (PHA), NGOs, and high risk groups (especially MSM) is an essential element of this project. PHA, NGOs and MSM will be invited to participate in both the development and implementation of the proposal.

Proposal writing process

We plan to have a large group of "Community Advisors" [view] whose input will be solicited at each step of the writing process. Community advisors will represent relevant stakeholders within China and across all sectors of society, The writing team will ensure that the process is transparent and that there is full representation and direct input in the planning stages by arranging the following activities:

1. Making a broad call for input and comments from NGOs, academics, and other members of the community in China.
2. Organizing a number of small community meetings to discuss different aspects of the plan (eg, MSM, SW, Migrants, NGO implementation) [view schedule for meetings]
3. Posting background info, details of latest draft, and writing/review/CCM team members online so all interested people and organizations can see, and to solicit and incorporate comments.

NGOs will represent a significant portion of the review committee[view], and an even larger portion of the Community Advisor group.

Projet implementaion process

The Global Fund requires a significant involvement from civil society, people living with and affected by HIV/AIDS, and NGOs in the implementation of Global Fund projects. As in Rounds Three and Four, NGOs will be earmarked a percentage of the budget. In Round Three, that number was 15%; in Round Four, that number is 30%; as this round will target many activities in the MSM population, where NGOs are the primary actors, NGOs will be critical to the implementation plan.
