Describe how this proposal will contribute to reducing stigma and discrimination
against people living with HIV/AIDS, tuberculosis and/or malaria, and other
types of stigma and discrimination that facilitate the spread of these diseases
(1–2 paragraphs).
As outlined in Objective 1, reducing stigma and discrimination against
PLWHA is a fundamental element of this project, and will be realized in a
number of ways. These include the following:
• Public education campaigns targeting a broad spectrum of the population
in order to raise public awareness about HIV/AIDS, in particular about stigma
and discrimination and protecting the rights of PLWHA. Community activities
and PLWHA participation will break down social barriers and engage communities
in active discussion/debate. Advocacy within government, police, and health
care workers will work to reduce stigma and eliminate institutionalized discrimination.
• IEC/BCC activities among high-risk populations (such as MSM, SW and
IDU) will improve understanding of HIV/AIDS and reduce stigma against PLWHA
within those groups. Efforts will be made to prevent discrimination within
the PLWHA community as well, a common problem among those infected by different
means (ie, IDU, SW, MSM, blood sellers, etc.)
• People living with HIV/AIDS will be supported and encouraged to actively
participate in HIV/AIDS prevention work, and to engage with their communities.
They will be key partners in project activities, and will work both with
government and non-government partners. Cooperation will further serve to
break down stigma against PLWHA.
• Project activities will support and build capacity among PLWHA support
groups and PLWHA-led NGOs, as well as providing funding and start-up support
to these groups.
• Government and non-government institutions will be supported to implement
existing anti-discrimination policies, as well as design and pass stronger
regulations/policies to reduce stigma against PLWHA.
