2.1.4 Indicate whether the proposal is to scale up existing efforts
or initiate new activities. Explain how lessons learned and best practices
have been reflected in this proposal and describe innovative aspects to the
proposal.
Most of the activities in this proposal are based on existing
interventions, or larger-scale implementation of pilot government and NGO-run
projects. However, existing programs will only be used as the foundation
for this project, as prevention efforts in China are lagging behind treatment
and care. Much greater emphasis will be put on outreach to marginalized
and vulnerable groups, community involvement, and stigma reduction campaigns.
Overall, links to existing programs will assure that existing capacity
of organizations such as Marie Stopes, PATH, Futures Group, and others
is fully utilized. Links to bilateral projects (such as DFID, US-CDC GAP
and Swedish SIDA-WHO), government departments, and UN agencies will prevent
duplication of efforts [please see Annex 9 for more details on existing
programs]. There will also be strong links to current central government
programs including China CARES and policies regarding the implementation
of the “Four Frees One Care” policy (including VCT services), improving
community involvement in HIV/AIDS prevention and control, and rapid scale-up of
anti-stigma and discrimination campaigns among all sectors of society.
Innovative aspects of this project include: NGO/PLWHA support and participation;
MSM recognized as a vulnerable population in need of HIV prevention services;
mechanisms created to provide discounted STI services as part of HIV prevention
efforts; community-led anti-stigma campaigns with PLWHA and civil society
participation; better use of surveillance information in HIV prevention
planning (such as hospital screening, blood banks, etc.)
