1.2.1 Demonstrate CCM membership of people living with and /or affected
by the diseases. [This may be done by demonstrating corresponding CCM
membership composition in section 3.6.3 ‘Membership Information.’]
There are currently two individual members of the national CCM who
are people living with HIV/AIDS.
1.2.2 Provide evidence that CCM members representing the non-governmental
sectors have been selected by their own sector(s) based on a documented,
transparent process developed within each sector. [Please summarize
the process and attach documentation as an annex.]
NGO participation has been emphasized since the creation of the China
CCM. However, most of the NGO representatives have been government-affiliated
in some way. The structure and function of the China CCM are currently being
changed in order to improve its effectiveness and meet the requirements of
the Global Fund that NGO and PLWHA representatives be selected by their own
sectors.
In November 2004, the CCM formally decided to pursue these reforms.
A special working group was formed, and the CCM engaged a professional
consultant engaged to visit China in February 2005 and prepare recommendations
for this process. The consultant’s report was submitted to the CCM on 1
March 2005, and included wide-reaching reforms of the CCM structure and
functioning, including creating mechanisms for the selection of non-government
sectors by those sectors and strengthening mechanisms to improve participation
by community members and improve transparency and documentation. After
further consultations with a wide variety of stakeholders, a revised plan
has been prepared and submitted on 9 May. At the time of this application,
no final decision has been made by the CCM regarding this process, but
there is general agreement that the direction of the consultant’s recommendations
will be accepted.
