Application from People's Republic of China
The People's Republic of China is preparing its application for
the Fifth Call for Proposals from Global Fund to Fight AIDS, Tuberculosis,
and Malaria. The purpose of the Global Fund is to attract, manage
and disburse additional resources through public-private partnerships
that will make sustainable and significant contributions to the
reduction of infections, illness and death, thereby mitigating the
impact caused by AIDS, tuberculosis, and malaria in countries in
need. The Global Fund finances proposals that reflect ownership
based on equal partnership between public and private sector stakeholders
and that are developed and implemented through multi-sector country
partnerships. These proposals may aim to prevent the further spread
of disease, treat people who are ill, and/or provide care and support
for affected people.
In 2003 and 2004, the Global Fund approved 98 million USD and 64
million USD respectively to China to combat and mitigate the impact
of HIV/AIDS. To find out more about ongoing Global Fund projects

The current application is aimed at preventing a "second wave"
of HIV infections among high-risk populations in China, particularly
in areas that are not yet high prevalence but where the risk of
widespread sexual transmission among vulnerable populations is large.
According to current epidemic and behavioral information, MSM (Men
who have Sex with Men), Sex Workers (both male and female), and
Internal Migrant are key targets for the prevention of sexual transmission
of HIV in China. This application will not, however, be limited
to these populations.
