ROUND SIX APPLICATION PROCESS BEGINS - VIEW

After two failed applications, China's applications for Rounds Three
and Four have both been approved by
the
Global Fund
board. The first installment of funds for Round Three (total $96 million
US) has been approved. The more modest application for Round Four ($62
million US) has been tentatively approved, pending further clarification
from the Chinese CCM
and PR (Principal
Recipient).
Each application is for seven provinces. Round
Three concentrates on Central China (Henan and surrounding provinces,
mainly those who were infected through plasma selling), and Round
Four on Southern Provinces + Xinjiang (mainly IV drug users and sex
workers).
Each application is for a five year work
plan, and each (at least in the plan) involves both NGOs
and PLWA in the process.

In August 2004, China finally signed a contract for the first installment of
funds for two years of the Round Three work, a total of $32 million

Coming on the heels of SARS, the plan might also represent
a new approach to public health and epidemic prevention in China. There
are
indications
that high-level opinion is shifting towards including HIV/AIDS
as a public health priority, and Vice-Minister of Health Gao Qiang
(see story) announced at the UN that China would provide free treatment
to those who cannot afford it themselves. There has even been mention
of universal free Anti-Retroviral treatment in China. Should such a policy
be adopted,
it would
be a
radical and very positive move, unthinkable only a few years
ago.
