45.1% of the population infected with AIDS are migrants
(Chongqing Times 26 December 2005]

(Reporter Chen Jing) In my city, the migrant population composes 45.1% of the population infected with AIDS. Yesterday, I learned from the city’s disease control center that Chong Qing and Jiu Long Po Districts were two of the first districts that were sanctioned to develop AIDS prevention programs; these programs will be implemented in Yuzhong as well as Jiulongpo shortly. The target demographics of this program are migrant workers such as construction workers, temporary workers, people in the service industry, and private businesspeople.

According to the introduction given by Ding Xianbin, the person in charge of the city’s disease control center, the AIDS prevention program is financed by the health department. The disease control center has conducted a research program of “Using the Community as a Basis to Research the AIDS prevention Models of Migrant Populations.” Yuzhong and Jiulongpo Districts were two of the first districts that were approved to develop this AIDS prevention project in Chongqing, starting from this December. This intervention model will provide information to the whole country about developing AIDS prevention methods for use in migrant populations.

According to my understanding, the program’s staff not only will conduct public AIDS education for migrant populations in these districts, but also will conduct investigations, make frequent visits, distribute free condoms, and conduct free physicals. At the same time, there still needs to be gradual development of partner education and a system of supervision, guidance, evaluation, and encouragement.

Among the migrant population, there are four target demographics: construction site migrant workers; service people like restaurant workers, entertainment, beauty salon, housekeeping industry, migrant people; temporary migrant workers (including manual laborers on the docks and “bangbang” porters) as well as migrant workers working as private businesspeople.
