The “HIV/AIDS Prevention and Treatment Regulations” announced by
Xinhua Net on Feb. 12 defined that distribution of condoms or availability
of condom vending machines are required for public spaces.
The regulation stipulates that operators of public spaces designated
by governments at provincial, autonomous region and directly governed
city region levels must distribute condoms or place condom vending
machines at these public spaces. If this is accomplished, the regulation
calls for various levels of penalty.
The regulation also clarifies that at and above the county level
ministries of health, family planning services should organize condom
promotion activities and establish and finalize a condom supply
network.
