Henan Province issues “AIDS surveillance implementation scheme”,
epidemic will be monitored “anytime, any place”

Yesterday, the Henan CDC issued the “Henan Province AIDS surveillance
implementation scheme (pilot)”, according to this policy, this province
will strengthen surveillance of AIDS. All medical organizations are required
to immediately report any AIDS sufferer or person infected with the virus
as soon as they are discovered. Long-term follow-up visits must be arranged
for every AIDS sufferer and infected person they come across, in order
to gauge the development of their illness and treatment needs.
According to the new scheme, Henan will launch province-wide,
large-scale and sustained surveillance of the epidemic. All medical workers,
testing personnel and health workers in medical organizations of all levels,
disease prevention and control organizations and blood collection and transfusion
units, as well as community health workers and village doctors will assume
responsibility for reporting the AIDS epidemic. Each person with HIV or
AIDS that is discovered and reported through the network in a timely manner
will be the subject of a case study, so that their individual characteristics
can be ascertained.
Each county (district) level disease control and prevention organization
will carry out a follow-up visit with every HIV carrier on a half-yearly
basis, and a follow-up with every AIDS patient at quarterly intervals.
In addition, in order to strengthen the pro-active nature of the surveillance,
disease control and prevention organizations should actively communicate
with district medical and health organizations as well as medical units
attached to transport, civil aviation, factories, mines, the military,
the military police and the exit and entry health quarantine department.
They should be urged to set up mechanisms for reporting information about
HIV carriers and AIDS patients as well as collect information about the
epidemic in a timely manner and implement a direct reporting network.
The prevention and health protection groups of the “xiang” (small
town) level disease prevention and control organizations must go to the
relevant district organizations (medical organizations, blood collection
organizations, mother and child health organizations, family planning organizations
etc) to get an understanding of the overall situation regarding the reporting
of HIV and AIDS cases. At the same time understanding and information collection
regarding HIV infection and disease outbreak in the community must be strengthened.
Also, the province will establish and AIDS alert system in order to implement
a timely response if any unusual manifestation of the epidemic is discovered.
