In order to implement the nation’s important AIDS treatment and prevention policy
of “Four Frees and One Care” and in response to the World Health Organisation’s
“Three by Five” plan, many districts across the country have begun to dispense
highly-effective free anti-retroviral treatment to AIDS patients.
In 2004, under the joint leadership and planning of the Ministry
of Health and the Centre for Disease Control and the management of the
CDC, specialized HIV drug resistance surveys for 14 provinces were completed
by four core laboratories in the HIV drug resistance network, at the National
CDC, the China Medical Sciences College, the Shanghai CDC and the Military
Medical Sciences Academy.
In order to further expand tests for HIV drug resistance, and
to test for national trends in drug-resistant strains of HIV and their
spread. With subsidies from the central government to local health programme
funds, HIV drug resistance surveys will be launched all over the country.
In March, 31 provinces (and cities) have already completed training
for HIV drug resistance testing. At the moment the China CDC has already
distributed notices for the survey and the survey methodology. The survey
activities are expected to be completed within six months.
