Public Security Bureau requests establishment of special drug
rehabilitation zones for drug users with AIDS

On the morning of 28th July, China's Public Security Bureau held
a news conference to introduce the imminent launch of a national
anti-drugs operation. The PSB called for the establishment of specialized
zones
for the treatment and management of drug addicts with AIDS or
other serious infectious diseases.
The PSB requested that police stations focus their efforts on
getting a clear idea of the number of drug addicts in their area of
jurisdiction
in order to get within their field of vision all the addicts who
should be gathered for rehabilitation. They should do so to make good
preparations
for the selective and lawful implementation of compulsory drug
rehabilitation and re-education through labor.
With regard to repeat addicts, various public security organs around
the country should work together judicial and administrative organs
to fully use the detention and rehabilitation potential of re-education
through
labor facilities. Repeat addicts should be detained and rehabilitated
as much as possible. Compulsory rehabilitation for new addicts should
be strengthened
– comprehensive detention and rehabilitation for all should be
strived for. Those places which have already reached the limits of their
capacity
should pro-actively lobby for support from party committees and
the government to create conditions for expansion of their capacity.
Detention and rehabilitation work should strictly follow the law
and legal procedures, they should practice humanistic management
on the principle of putting people first, and preventative measures must
be perfected
to eliminate any accidents.
The PSB requires public security organs of various levels to actively
seek the support of local party committees, local governments and
treasury departments, to work hard to resolve the problem of the drug
users' urine
tests, their living costs, costs for drug rehabilitation treatment
and the basic costs of daily operations for rehabilitation centres, in
order
to guarantee the normal operation of drug detention and rehabilitation
work.
